Currently, articles which have been upgraded per BF:CLASS are (relatively) permanently upgraded. Even for pages which have drifted over time below standards, I can't think of a single case where we've demoted an article. As far as I remember there are no channels for facilitating the demotion of an article, either.
My suggestion here is basically that we just tack on new link to a preloaded template for the CLASS nominations page. The process would basically mime the current nomination process, but in reverse. A short passage on BF:CLASS would explain the procedure.
It wouldn't be applied to standard-class articles (i.e., we still wouldn't vote on standard vs stub).
