Let It Rain is an assignment featured in the Back to Karkand expansion for Battlefield 3. Completing this assignment unlocks the QBB-95 for the Support Kit and will then be available for use on any map as opposed to just the Back to Karkand maps themselves.

The assignment right after Let It Rain is the Keep Your Head Down assignment, which unlocks the MG36 for the Support Kit.
