Today (August 14, 2013), DICE confirmed in a post from the Battlefield Blog and many other sites (Twitter, Facebook, etc.) that stats from the current generation consoles' versions of Battlefield 4 can be transferred to the next generation consoles' versions.
So, if you happen to be playing Battlefield 4 on PlayStation 3, but then decide to get Battlefield 4 on PlayStation 4, then you can still have the same rank, unlocks and other stats transferred from the PS3 to the PS4 version without having to start over again. Same goes if you're playing the Xbox 360 version, but then getting the Xbox One version.
Also you don't have to pay for Battlefield Premium twice. If you've paid for BF Premium on PS3 or Xbox 360, then you don't have to pay again for the PS4 or Xbox One versions. However, it only transfers between consoles of the same brand, so don't expect to retain your BF Premium membership if you paid for it on Xbox 360, then decide to play the PS4 version later on.
